PAC Summons Former Techiman Finance Officer Over GH₵1.3m Budget Over-run

The Public Accounts Committee has summoned a former Municipal Finance Officer of the Techiman Municipal Assembly, Alhaji Kasimu Ashagu—currently with the Ministry of Energy—to answer questions over a GH₵1.3 million budget overrun identified in the Auditor-General’s report.

The issue arose when the Assembly appeared before the Committee in Kumasi on Thursday, April 23, 2026, to respond to audit concerns. The report indicated that the Assembly spent GH₵3.2 million despite an approved budget of GH₵1.9 million.

Committee members observed that the justification provided—linking the excess spending to the introduction of DRIP equipment in September 2024—was not reflected in the expenditure records submitted for audit.

Chairperson Abena Osei-Asare challenged the explanation, pointing out discrepancies in the spending details. She noted that several listed expenses, including stationery, official celebrations, and donations, exceeded their budgets, yet none accounted for the supposed DRIP-related costs.

The Committee has therefore directed the former officer to appear and clarify the matter. Deputy Ranking Member and Keta MP, Kwame Gakpey, warned that the Committee has powers equivalent to the High Court and can compel his attendance if necessary.
