Thirteen young professionals have received certificates after successfully completing a six-month training under the Leadership Excellence in Africa’s Public Sector (LEAPS) programme.

The participants, who make up the first cohort of the initiative, completed modules focused on financial management, while the second cohort is expected to graduate in April 2026.

Organised by the African Capacity Building Foundation (ACBF), the training covered public financial management, budget transparency, crisis finance management, and personal leadership development. The graduation ceremony took place in Accra during a workshop on enhancing leadership and governance in public financial management, aimed at empowering young professionals to contribute to Africa’s economic stability and growth.

Mr. Abdrahamane Dicko, Director of Programme and Impact at ACBF, explained that the LEAPS programme was created to strengthen the skills of Public Financial Management (PFM) practitioners and enable them to drive reforms across the continent.

He noted that the initiative, launched in 2024 across Ghana, Kenya, Senegal, Ivory Coast, and Zimbabwe, supports ACBF’s mission to invest in human capital and build effective governance systems.

“When we launched the LEAPS programme a year ago, our ambition was clear: to develop a new generation of African public sector leaders capable of combining technical expertise, leadership, and public service ethics. Today, as we conclude the journey of the first cohort, we can proudly say that this ambition is becoming a reality,” Mr. Dicko said.

He expressed appreciation to the Government of Ghana, particularly the Ministry of Finance, for its technical and logistical support toward the programme’s success.

Representing the Ministry, Mr. Ebenezer Nortey, Chief Economics Officer and Head of the European Union, Europe and American Unit, said the initiative aligns with Ghana’s vision of strengthening institutional capacity to deliver effective services to citizens.

He reaffirmed the Ministry’s commitment to promoting leadership excellence, emphasizing that ethical and resilient leadership is key to sustaining accountability and achieving inclusive development.

Mr. Nortey added that the Ministry would continue partnering with ACBF to develop ethical public sector leaders who can advance good governance, transparency, and accountability across Africa.

He said such initiatives would boost regional integration, enhance competitiveness, and drive economic growth, job creation, poverty reduction, and improved service delivery across the continent.
