The Road Maintenance Trust Fund Bill, 2025, which aims to establish a dedicated fund to guarantee long-term financing for the upkeep and repair of public roads, bridges, and other infrastructure in the country, has been approved by Parliament.
The existing Road Fund has faced institutional and legal obstacles for a long time that have prevented it from effectively financing routine maintenance and periodic rehabilitation projects. The bill’s passage comes as a result of these obstacles. The government has expressed regret that these difficulties have contributed to the rapid deterioration of national road networks, which has raised vehicle operating costs and deteriorated road safety.
On Friday, July 25, Minister for Roads and Highways Governs Kwame Agbodza stated in a speech delivered on the floor of Parliament that the new legislation not only streamlines the financing architecture for road maintenance but also establishes a robust penalty regime to deal with funds misappropriation.
