    TMA embarks on Tema Facelift Campaign

    As part of measures to restore order in Tema, the Tema Metropolitan Assembly (TMA) is implementing an eight-month comprehensive plan to reorganise temporal structures in the metropolis.

    “The assembly is developing the Tema Facelift Campaign – Organised Spaces, Fair Opportunities. This is a comprehensive 8-month plan to reorganise temporary structures (kiosks, containers, etc.) within the metropolis.”

    This was contained in an explanatory note on the enforcement of development control issued to assembly members from the office of Madam Ebi Bright, the Tema Metropolitan Chief Executive (MCE), available to the Ghana News Agency (GNA).

    The assembly has therefore zoned public installations and areas such as schools, hospitals, and utility corridors as security zones, stating that any existing temporary structures in these zones are deemed illegal, are an obstruction, and are therefore to be removed immediately without notice.

    “For the avoidance of doubt, the TMA bye-laws define a kiosk as any wooden structure, metal container, or a combination with block/concrete work,” it stated, adding that, “This is not an eviction of all temporary structures – it applies only to those in areas considered Security Zones and to temporary structures erected after 21 July 2025, when the Mayor put a moratorium on permitting and erection of all temporary structures.”

    According to the MCE, the purpose was to promote urban order, fairness, and safety, rather than punishment, indicating that occupants of temporary structures outside of these restricted areas would be part of the “Tema Facelift” regularisation programme the MCE was preparing.

    It indicated that the assembly, in protecting the livelihoods of its residents, is also committed to ensuring Tema becomes a safe, organised, and forward-looking city.

    The note encouraged assembly members to explain the policy directly to their communities, stating clearly its intended purpose, stressing that a consistent message was critical to ensuring public support and prevention of misinformation while helping citizens to understand that the move was about protecting lives, not taking livelihoods.
