    Government Targets 70% 5G Population Coverage by 2028

    The government has set an ambitious target of achieving 70% population coverage of 5G by the end of 2028 as part of efforts to accelerate Ghana’s digital transformation and expand access to high-speed connectivity.

    Deputy Minister for Communication, Digital Technology and Innovations, Mohammed Adams Sukparu, announced the target at the opening of the 2026 National ICT Week.

    He said the government is also reviewing spectrum policies to encourage investment, accelerate network deployment and maximise the public value of Ghana’s limited spectrum resources.

    “We have announced an ambitious target of achieving 70 percent population coverage of 5G by the end of 2028, while reviewing spectrum policies to ensure that this scarce national resource supports investment, deployment, and wider public value,” he said.

    Mr Sukparu said Ghana’s digital transformation agenda is being supported by investments in digital infrastructure, skills development, artificial intelligence and regulatory reforms.

    He highlighted the launch of Ghana’s National Artificial Intelligence Strategy in April 2026 as a major milestone. The strategy provides a framework for the responsible and inclusive adoption of AI, with emphasis on data governance, infrastructure, talent development and ethical use.

    The Deputy Minister also cited the One Million Coders Programme as a key initiative aimed at strengthening digital skills. He said more than 12,000 course completions had been recorded during the early weeks of the programme’s second phase.

    “The programme seeks to equip one million Ghanaians with practical digital and coding skills relevant to employment, entrepreneurship, and participation in the digital economy,” he said.

    Mr Sukparu stressed that expanding digital infrastructure must go hand in hand with stronger regulation, cybersecurity and data protection to maintain public confidence in Ghana’s digital ecosystem.

    “Our digital transformation agenda must be underpinned by trust, security, responsible innovation,” he stated.

    He added that government is reviewing legislation covering communications, digital services, data governance and emerging technologies to create a regulatory environment that supports innovation and investment while protecting the public interest.

    The Deputy Minister further called for stronger collaboration among government, academia, technology companies, entrepreneurs and investors to transform research and innovation into commercially viable businesses, jobs and productivity gains.

    He said the broader objective is to build a digital ecosystem that is “efficient, scalable, interoperable, and innovative” and capable of contributing significantly to Ghana’s national development.
