The Ghana Tertiary Education Commission (GTEC) has cautioned all public tertiary institutions not to review or introduce new student fees for the 2025/2026 academic year without prior approval from Parliament.
The warning follows a directive from the Minister of Education, Haruna Iddrisu, issued on Monday, November 3, 2025, instructing GTEC to halt any unauthorised fee increases by public universities.
The move comes after reports that some institutions had arbitrarily raised their fees despite the government’s newly introduced “No Fees Stress Policy”, which provides free tertiary education for first-year students and persons with disabilities.
In a statement addressed to Vice Chancellors of traditional and technical universities, GTEC noted that some institutions had, in previous years, adjusted their fees without following due process, resulting in compliance challenges.
“To ensure adherence to the Fees and Charges Act and in line with GTEC’s mandate to promote effective and efficient tertiary education management, all universities are reminded that no new fees for the 2025/2026 academic year may be charged without prior parliamentary approval,” the statement emphasized.
GTEC therefore directed all public tertiary institutions to maintain their current fee structures until Parliament approves any proposed revisions.
The directive, signed by Dr. Emmanuel Oware Nyarko, Director of Quality Assurance and Compliance, on behalf of the Director-General, was copied to the Minister of Education, the Chairman of the Parliamentary Select Committee on Education, and the Executive Secretaries of Vice Chancellors Ghana (VCG) and Vice Chancellors Technical Universities Ghana (VCTU-G).
