    Government Issues GH₵5 Billion Bond to Recapitalise Bank of Ghana After Debt Exchange Impact

    Finance Minister Dr Cassiel Ato Forson has disclosed that the 2023 Domestic Debt Exchange Programme (DDEP) significantly affected the financial position of the Bank of Ghana (BoG), weakening its capital base and leaving the central bank with a negative net equity position.

    Speaking during the presentation of the 2026 Mid-Year Budget Statement in Parliament on Thursday, July 23, Dr Forson explained that efforts are underway to restore the financial strength of the central bank through a gradual recapitalisation process.

    He said the government and the Bank of Ghana signed a Memorandum of Understanding (MoU) on January 6, 2025, outlining a framework to rebuild the Bank’s capital over time.

    As part of this commitment, the Finance Minister said the government issued a GH₵5 billion recapitalisation bond to the Bank of Ghana in March 2026 to strengthen its equity position.

    Dr Forson added that government will continue making annual provisions to recapitalise the central bank until its equity position is fully restored, in line with the Bank of Ghana (Amendment) Act, 2025 (Act 1158).

    He noted that while government is supporting the restoration of the Bank’s capital, the central bank will also undertake a comprehensive operational efficiency review aimed at reducing costs, improving financial management and rebuilding long-term financial sustainability.
