    Finance Minister to Present 2026 Mid-Year Budget Review Today

    Minister for Finance Dr Cassiel Ato Forson is expected to present the 2026 Mid-Year Budget Review to Parliament today, Thursday, July 23, outlining the government’s fiscal performance for the first half of the year and its economic policy priorities for the remainder of 2026.

    The statement will assess the economy’s performance against the objectives set out in the 2026 Budget, which focused on transitioning Ghana from macroeconomic stabilisation to sustained economic growth while maintaining fiscal discipline.

    Since the presentation of the 2026 Budget in November 2025, several key economic indicators have performed better than anticipated. Inflation has declined to 5.3 per cent, while improvements have also been recorded in fiscal consolidation, the external sector and debt sustainability.

    The Finance Minister is also expected to provide updates on government revenue mobilisation, public expenditure, debt management and financing plans for the second half of the year, as well as the implementation of key economic and social programmes.

    Ahead of the presentation, Member of Parliament for Sagnarigu and member of Parliament’s Finance Committee, Atta Issah, expressed confidence that the Mid-Year Budget Review would not introduce any new taxes.

    He said the government remains committed to easing the financial burden on citizens and is instead expected to focus on development priorities.

    According to him, the budget review is likely to highlight initiatives such as:

    • Flood mitigation projects;
    • Infrastructure development;
    • Expansion of rural electrification; and
    • The operationalisation of the Women’s Development Bank.

    Speaking on Wednesday, July 22, Atta Issah said the Finance Minister is expected to provide Parliament with a comprehensive update on the implementation of government programmes rather than announce additional tax measures.

    “I expect that no new taxes will be introduced. We are a government that is sensitive and listening to the plight of the people. At a time when people are struggling, you do not come and impose additional burdens on them, and Thursday will not be an exception,” he said.

    The Mid-Year Budget Review is expected to provide an important assessment of Ghana’s economic progress, outline the government’s fiscal outlook for the remainder of the year and indicate any policy adjustments required to sustain economic growth while preserving macroeconomic stability.
