    JICA Opens Second Cohort of West African Public Service Workers Training

    The Japan International Cooperation Agency (JICA) has launched the second cohort of its Third Country Training Programme (TCTP) on “Kaizen for Enhanced Public Service Delivery,” targeting English-speaking West African nations.

    Organised in collaboration with the Civil Service Training Centre (CSTC), the opening ceremony brought together 30 participants from Liberia, Sierra Leone, Nigeria and Ghana, along with officials from the Office of the Head of Civil Service, diplomatic representatives and JICA partners.

    In a statement issued in Accra on Thursday, JICA’s Chief Representative in Ghana, Momoko Suzuki, highlighted the programme’s role in deepening cooperation among participating countries. She noted that challenges such as inefficiencies, delays and limited resources continue to hinder public service delivery across the region—issues that demand coordinated solutions.

    Suzuki urged foreign missions and public service institutions in the participating countries to further strengthen their collaboration with the CSTC to support future cohorts and sustain the growing regional network.

    Additional remarks were delivered by the Ambassador of Liberia to Ghana, Musa Jatu-Rhule; Nigeria’s Acting High Commissioner to Ghana, Adeoye Dayo; Sierra Leone’s Ambassador, Mohammed Hassan Kaisamba; and Japan’s Deputy Head of Mission, Mitori Naoki. Their statements underscored their nations’ commitment to improving civil service systems and promoting regional cooperation.

    The release noted that JICA’s partnership with the CSTC spans over 15 years, during which it has helped the Centre enhance its institutional capacity, training delivery and infrastructure. With this support, CSTC has grown into a regional Centre of Excellence equipped with upgraded facilities and a modern Learning Management System.

    The two-week programme features lectures, hands-on practical sessions and study tours. Participants have already completed an online preparatory module in their home countries.
