    Government to Channel Bulk of Textbook Contracts to GPCL

    President John Dramani Mahama has announced that the Ghana Publishing Company Limited (GPCL) will receive a major share of future government publishing contracts, including the production of textbooks and other educational materials for basic schools.

    He said the government has decided to make GPCL a key player in all state publishing projects as part of efforts to strengthen the company’s capacity and sustain its recent operational improvements.

    “We have convinced the Minister of Education, Haruna Iddrisu, and the Minister of Finance, Dr Cassiel Ato Forson, that a big chunk of that contract should be given to Ghana Publishing Company Limited,” President Mahama said during a working visit to the company on Wednesday, January 8, 2026.

    The President noted that the decision will enable the company to continue its expansion and restructuring programme while increasing its production for the state.

    The 2026 Budget has already confirmed Ghana Publishing Company Limited as the nation’s principal state printer, with responsibility for producing millions of textbooks under the government’s nationwide free textbook policy.

    The initiative was announced by the Finance Minister, Dr Cassiel Ato Forson, when he presented the 2026 Budget to Parliament on Thursday, November 13, 2025.

    Under the programme, two million primary school pupils will each receive four sets of textbooks, while one million kindergarten pupils are expected to receive four sets of books and workbooks each.

    In addition, GPCL will produce nine different textbooks for about one million Junior High School (JHS) 3 students.

    President Mahama further commended the Board and Management of GPCL for what he described as their strategic leadership and innovative thinking, which have driven the company’s recent transformation.

    Addressing staff after separate meetings with the Board and Management, the President said the successes recorded by the company were the result of deliberate leadership choices rather than coincidence.

    “I want to commend your management for what they have done,” he said, adding that GPCL’s progress should serve as a benchmark for other state-owned enterprises.

    He stressed that the turnaround at GPCL demonstrates the importance of good governance, innovation, and effective collaboration between boards and management in achieving sustained public sector transformation.
