The Government of Ghana has announced plans to establish an Independent Fiscal Council to strengthen fiscal oversight and improve financial decision-making once the country exits the International Monetary Fund (IMF) programme.

The announcement was made by the Deputy Minister of Finance, Thomas Nyarko Ampem, during a courtesy call by the Head of the Regional Economic Department of France for Nigeria and Ghana, Ms Emmanuelle Boulestreau, and the Head of the French Economic Department at the French Embassy in Ghana, Mr Julien Frioux.

The meeting focused on enhancing economic cooperation between Ghana and France, with discussions centred on regional development initiatives and opportunities for mutual growth.

Hon. Ampem expressed optimism about Ghana’s economic recovery, attributing recent progress partly to strong international partnerships, including support from France. He noted that targets under the IMF programme remain on track, inflation has declined to 3.8 per cent, and key macroeconomic indicators are showing positive trends.

He welcomed deeper collaboration between Ghana and France to help sustain economic growth and strengthen long-term economic resilience.

The Deputy Minister further disclosed that the proposed Independent Fiscal Council will be composed of locally appointed members and will provide advisory support on fiscal controls and public financial decision-making. According to him, the council will enhance domestic oversight, accountability, and prudent fiscal management.

He explained that the council will be established after Ghana exits the IMF programme, reinforcing local ownership of the country’s fiscal governance and safeguarding long-term economic stability.

Ms Boulestreau, on her part, reaffirmed France’s commitment to supporting Ghana’s economic development, particularly in the areas of infrastructure and energy. She highlighted the strong potential for French businesses to invest in Ghana’s growing economy and contribute meaningfully to the country’s development agenda.
