    BoG Rebrands Rural Banking Sector as Community Banks Under New Reform Framework

    The Bank of Ghana (BoG) has announced a major reform of the country’s microfinance sector, converting all Rural Banks into Community Banks as part of efforts to strengthen financial inclusion and improve the sustainability of the banking ecosystem.

    In a statement released on June 17, 2026, the central bank explained that the decision forms part of the Revised Microfinance Sector Framework, 2026, which redesignates the Rural Banking Sector—also known as the Rural and Community Banking Sector—as the Community Banking Sector.

    Under the new directive, all existing Rural Banks will now operate under the name Community Banks. They are required to complete statutory name changes, rebranding, and full regulatory compliance by December 31, 2026.

    According to the Bank of Ghana, the reform represents a significant milestone in the restructuring of the microfinance sector and is expected to usher in a new phase of community-level financial services. The transition also aligns with the 50th anniversary of rural banking in Ghana, marking a symbolic moment in the sector’s evolution.

    Rural banking was first introduced in 1976 by the Government of Ghana and the Bank of Ghana to expand financial services to underserved rural communities and integrate them into the formal banking system. Over the past five decades, the sector has grown into a key component of Ghana’s financial inclusion strategy.

    Today, the sector comprises about 147 licensed institutions operating through roughly 1,000 branches nationwide and serving over eight million customers. The central bank attributed this growth to consistent policy support, a development-oriented regulatory framework, and a strong model of community-based ownership.

    The Bank of Ghana stated that the reclassification is aimed at modernising the sector and positioning Community Banks to better serve both rural and urban populations while strengthening their role within Ghana’s broader financial system.

    The announcement marks a new phase for one of the country’s largest grassroots banking networks, with regulators expecting the reforms to improve access to financial services and support inclusive economic growth nationwide.
