Alban Bagbin has clarified that law enforcement agencies do not need his approval before arresting or inviting Members of Parliament for questioning.
Speaking at the opening of the Second Meeting of the Second Session of the Ninth Parliament on Thursday, May 21, 2026, the Speaker explained that security agencies are only required to notify his office when taking such actions involving MPs.
He stressed that Parliament has no authority to approve or block arrests, adding that the Speaker’s office is only informed of the circumstances or allegations surrounding any investigation or detention.
According to him, the notification allows Parliament to determine whether parliamentary privilege or immunity applies under the law, but it does not prevent lawful investigations or arrests.
Mr. Bagbin stated that “it is not for security agencies to seek permission before arresting or inviting a Member of Parliament,” emphasizing that they must simply inform Parliament and provide details of the case.
He further noted that the clarification is intended to correct public misunderstanding and reinforce the balance between parliamentary immunity and the authority of law enforcement agencies under Ghana’s constitutional framework.
