    DACF Increases Disability Fund Allocation to GH¢438.5 Million for 2026

    The District Assemblies Common Fund (DACF) has announced a significant increase in financial support for persons with disabilities (PWDs), raising the Disability Fund allocation from an estimated GH¢225.3 million in 2025 to GH¢438.5 million in 2026.

    The increase follows a government decision to raise the allocation to the Disability Fund from 3 percent to 5 percent beginning next year. The move is expected to strengthen support for more than 2.1 million Ghanaians living with disabilities, representing approximately eight percent of the country’s population.

    In a statement marking the 20th anniversary of the Persons with Disabilities Act, 2006 (Act 715) and the National Day of Persons with Disabilities, DACF Administrator Harry Yamson described the occasion as an opportunity to intensify efforts toward achieving full inclusion of persons with disabilities in national development.

    According to Mr. Yamson, while the law has provided a strong framework for disability rights, more work is needed to ensure its provisions translate into meaningful improvements in the lives of beneficiaries. He stressed that persons with disabilities seek equal opportunities, accessibility and dignity rather than sympathy.

    He noted that the DACF remains committed to advancing government policy objectives and promoting inclusion through local governance structures. Established under Article 252 of Ghana’s 1992 Constitution, the Fund continues to play a critical role in supporting development initiatives at the district level.

    Mr. Yamson revealed that the Fund is shifting its focus from one-time cash support to sustainable interventions that can deliver lasting benefits. These include assistive devices, vocational and skills training, business start-up support, accessible infrastructure projects and educational assistance.

    Under the revised approach, direct cash support will be reserved for specific needs such as medical expenses, medication and fees for special schools, with applicants required to provide the necessary documentation.

    The DACF Administrator also called on local government authorities to ensure transparent and accountable management of the funds in collaboration with the National Council on Persons with Disabilities and district-level management committees.

    He further urged metropolitan, municipal and district assemblies to submit monthly reports on fund utilisation to strengthen monitoring and evaluation processes.

    According to DACF, the increased allocation demonstrates a renewed commitment to empowering persons with disabilities through improved access to opportunities, support services and resources that promote independence, inclusion and active participation in society.
