The Narcotics Control Commission has opened applications for the cultivation and management of cannabis for industrial and medicinal purposes, in what officials describe as a major step toward establishing a regulated cannabis industry in Ghana.
The development follows the introduction of a national licensing framework on February 26, 2026, by the Minister for the Interior, Muntaka Mohammed‑Mubarak.
In a statement released on March 11, the Commission explained that the initiative is being implemented under Section 43 of the Narcotics Control Commission Act, 2020 (Act 1019), as amended, together with Legislative Instrument 2475, which outlines the legal procedures for licensing cannabis-related activities in the country.
According to the Commission, the policy allows the regulated cultivation and processing of cannabis strictly for industrial and medicinal use.
It stressed that licenses will only apply to cannabis with THC levels not exceeding 0.3 percent on a dry weight basis, in line with the law.
The Commission noted that the programme will support two key sectors. The industrial component will focus on producing fibre and seeds for manufacturing, while the medicinal aspect will facilitate the development of pharmaceutical and health products.
Interested individuals and companies can apply under 11 different licensing categories, including cultivation, processing, breeding, research and development, laboratory testing, storage, transportation, import and export, sales and distribution, as well as advertising and promotion.
To simplify the process, the Commission has introduced a digital application platform available on its official website. Applicants must complete an online form, submit the required documents, and pay a non-refundable application fee.
The Commission said the licensing system is part of wider efforts to build a transparent and well-regulated cannabis industry, while also protecting public health and safety.
Authorities believe the initiative will also encourage innovation and support Ghana’s industrial growth.
